MONROVIA, November 3, 2026 — President Joseph Nyuma Boakai has outlined plans to expand domestic mineral processing, increase renewable energy generation and strengthen the state’s role in the mining sector, including a proposed first gold-processing facility within two years.
In remarks at the Liberia International Mining and Energy Conference and Expo (LIMEC 2026) in Harbel, Margibi County, the President said the government intends to establish a National Mining Company of Liberia and authorize the creation of a Sovereign Wealth Fund. The proposals are intended to retain more value from the country’s natural resources and support long-term national development.
From raw exports to domestic processing
The proposed gold-processing facility is intended to move Liberia beyond exporting raw minerals toward adding value inside the country. If implemented, such a facility could create opportunities in technical employment, supply services, skills development and related infrastructure. Those benefits will depend on the project’s financing, commercial feasibility, environmental safeguards and the quality of its governance.
The President also said the government wants mineral resources to support industrial development, infrastructure expansion and technology transfer. He cautioned that natural-resource wealth alone cannot guarantee economic transformation without reliable infrastructure, affordable electricity, effective institutions and tangible benefits for host communities.
Mining growth and public revenue claims
According to the account published by the Liberia News Agency, Boakai said mining expanded by 17 percent since his administration took office in January 2024. He cited mining’s contribution at 18.4 percent of real GDP in 2025 and projected it to rise to 19.4 percent in 2026.
The President also cited approximately US$124 million in direct mining-sector revenue in 2024 and US$432 million contributed to domestic revenue to date. These are figures attributed to the President’s conference remarks; the government’s detailed supporting data and methodology should be made available for independent assessment.
What must happen next?
The announcements are policy intentions, not evidence that the proposed facilities or institutions are already operational. Key questions include the legal framework and ownership structure for a National Mining Company, the safeguards and independent oversight governing a Sovereign Wealth Fund, the financing and timeline for gold processing, and how host communities will share in economic benefits.
Renewable energy expansion is also central to the plan. Mineral processing is energy-intensive, and reliable, affordable electricity will be essential if domestic processing is to become commercially viable rather than remain an announcement.
HeartTalk perspective
Liberia’s natural resources can support jobs and lasting public wealth only when policy promises are matched by transparent contracts, credible institutions, environmental protection and measurable benefits for citizens. The next test will be publication of implementation plans, financing arrangements, timelines and independent accountability mechanisms.
